The nation's newly appointed prosecutor-general vowed to make the prosecution transparent and free of corruption.
To do this he plans to form an outside panel to oversee the decision-making process... and split up investigative powers.

A politically neutral prosecution -- one that is transparent, righteous and open.
Those are the principles Korea's Prosecutor-General Moon Moo-il says he will abide by... as he seeks to overhaul a prosecution that has long been criticized for abusing its investigative powers and making politically motivated decisions.
"We will maintain political neutrality in all processes -- and work by the principle in our investigations of showing everything the way it is."
To achieve that,... Moon said he will establish a body made up of outside specialists that will oversee the decision-making process in high-profile cases... from investigation to indictment.
He also stressed the need for a change in the investigation process - where decisions are made based on evidence... rather than reports.
The Prosecutor-General is also seeking to push for external inspections to crack down on misconduct among prosecutors and secure the public's trust.
Moon's remarks are seen as reflecting his determination to limit the extreme authority of the prosecution -- which currently holds both the powers to investigate and to indict.
It's also in line with the President's agenda of reforming the country's so-called organs of power -- by reorganizing the investigative rights between the prosecution and police,... and granting the police the right to investigate independently without the prosecution's supervision.
The top prosecutor also apologized for the mistakes of the prosecution under past authoritarian governments -- which resulted in false convictions and human rights abuses.
This marked the first time a sitting prosecutor-general has apologized for past shortcomings.
Moon said he regrets that the prosecution turned a blind eye to such miscarriages of justice and that it did not follow legal procedures and protect human rights,... adding that to prevent such cases from occurring again, the prosecution will not allow itself to be swayed by politics.
