The basic requirements for Chancenkarte say that any skilled worker with either a German university degree, a foreign university degree fully recognised by Germany or vocational training fully recognised by Germany generally qualifies.

BUT for people whose degrees or training aren’t fully recognised in Germany: a points system with different criteria, out of which you must collect at least 6 points.
