You receive Nuccius's Cursed Ring as a reward for completing the quest Vodunius Nuccius. It is one of the earliest and easiest quests in The Elder Scrolls III: Morrowind.

Simply talk to Vodunius Nuccius and ask him for little advice. He will instruct you to talk to the lady with at the Silt Strider. Talk to her about him, then return back to Vodunius Nuccius and ask him about little advice again. You'll be able to buy the ring for 100 gold.
