As all of you are aware, relations between Rwanda and the RD Congo are deteriorating at an alarming rate. Rwanda has consistently denied the allegations made by the government of the Democratic Republic of the Congo that it provides support to the M23 rebels. Today, Rwandan President Paul Kagame issued a call for the return of Congolese refugees who are currently residing in Rwanda.
