Tropical storm Oscar is located just east of Turks and Caicos. The storm will only have a 24-hour window for strengthening before it runs into some wind shear.

Oscar is expected to bring tropical storm conditions to portions of the southeastern Bahamas, Turks and Caicos Islands, and eastern Cuba during the next day or so. A Tropical Storm Warning has been issued for those locations.
Locally heavy rainfall is possible across the Turks and Caicos Islands and the southeastern Bahamas later today and tonight.
Hurricane season ends Nov. 30, and tropical activity typically declines between middle-to-late October and the entire month of November.
Four major hurricanes (Beryl, Helene, Kirk, and Milton) have formed across the Atlantic, and five tropical systems (Beryl, Debby, Francine, Helene, and Milton) made landfall along the Gulf Coast.
