I introduce and provide an overview of HUD, the law that established HUD, and the various programs and initiatives administered by HUD as a cabinet agency. I then go step by step through the HUD scam concocted by Tony Soprano, Ralph Cifaretto, New Jersey State Assemblyman Zellman, and Maurice Tiffen, the leader of a local nonprofit that helps low-income and working class families through the expansion of affordable housing and other community development. Of course, this idea began when Carmela’s cousin, Brian, gave investment advice to Tony and Ralph at breakfast: “Sometimes, there’s money in sh*t.” Oh, Brian, insert foot in mouth!
