Former President Rodrigo Duterte tells the Senate Blue Ribbon committee on Monday, Oct. 28, he told police to encourage criminals to fight and "draw their guns" to give them a reason to kill. He also said, pointing to police generals in attendance, that they are all, in a sense, "death squad" members because to kill criminals is ultimately part of their job.
