Body cam Footage Of Karen Failing To Charm Police On June 21, 2024, at approximately 15:20 hours, three sworn law enforcement officers with the Florida Fish and Wildlife Conservation Commission (FWC) were conducting marked vessel patrol on Florida waters in Okaloosa County near Crab Island. The officers observed two personal watercrafts (PWCs) traveling north through the Marler Bridge (Destin Bridge) in violation of the idle speed zone.
The officers activated their emergency lights and stopped the leading PWC on the north side of the bridge to address the violation. Upon approaching the vessel, one officer spoke with the operator, identified as a 14-year-old female, accompanied by two other female minors. The operator stated that she possessed a boating safety card and that her mother was following behind on the second PWC. After explaining the idle speed zone, the officers issued a verbal warning and decided to speak with the mother on the second PWC.
As the officers moved toward the second PWC, they observed it turn around and head south through the bridge. The officers reactivated their emergency lights and pursued the second PWC, which continued at a high speed, despite still being in the idle speed zone, until it stopped near the west jetty. The officers conducted a stop and subsequently arrested the operator for boating under the influence.
The PWC was a 2020 blue 11-foot Yamaha Jet Ski with no registration information. The officers detected a strong odor of alcohol from the operator, later identified through FWC dispatch. The operator acknowledged the idle speed zone but claimed unfamiliarity with its boundaries and stated that the PWC was rented, though she could not provide the name of the rental source.
The officers asked the operator about alcohol consumption, and she admitted to having a drink earlier that day. The operator agreed to undergo sobriety testing, but expressed discomfort about boarding the officers’ vessel. The officers beached both vessels south of the Destin Bridge, allowing the operator to perform the standardized field sobriety tasks from her PWC.
During the sobriety tasks, the operator demonstrated multiple signs of impairment, including lack of smooth pursuit, nystagmus, inability to follow instructions, and various other clues indicating impairment across several tasks. At one point, the operator stated she had consumed alcohol three hours prior and made conflicting statements about her alcohol intake. When asked to perform the hand coordination task, the operator became increasingly uncooperative, stating that she could not complete the task.
Based on the observations, the officers arrested the operator for boating under the influence. The PWC was handed over to the individual from whom it was reportedly rented. Arrangements were made for the operator’s child, and the operator was transported to the United States Coast Guard (USCG) Station. The operator was read Implied Consent, which she refused, resulting in a refusal affidavit being completed by a Breath Test Operator. The operator was then transported to Okaloosa County Jail, booked for boating under the influence, and cited for refusal to submit to a breath test and violating the idle speed zone at Crab Island. A court date was set for July 9, 2024, at 13:30 hours.
