Almost any twelve tone row contains plenty of tonal elements but these tonal elements are placed almost randomly in order to avoid tonal implication. That is the main reason why so-called atonal composition sounds like a random noise. Therefore, slightly change tone row so that it can have smooth and tonal sound. Then, you can get tonal composition made of twelve tone row.
