1994 Crime Bill as a sign of the times
Jeremy Travis, the president of John Jay College, City University of New York, describes the cultural and political environment at the passage of the Crime Bill. High crime rates nationwide created a sense of urgency for action. In this time of crisis, the Crime Bill combined the “tough on crime” approach of the outgoing administration, and President Clinton’s campaign promises to add 100,000 officers to the nation’s police forces. Travis, who served as the head of the National Institutes of Justice during the implementation of this legislation, discusses the role of the Crime Bill in the subsequent increase in rates of incarceration.
