Requirements:
First of all, you need to get Allen's reverse confession and turn him down.

Now, you need to give him a total of 130 gifts. If you triggered the reverse confession, you've already given him at least 100 gifts.

Wait at least seven days after rejecting him.

On a sunny, non-festival Saturday or Sunday, give Allen the commitment ring between 8am and 11pm to trigger the event.

Note that if you saw a black or purple heart event on that same day, you will not be able to trigger a confession, even if it was an event for a different bachelor(ette), I believe.
