The Philippine Institute for Development Studies, in partnership with the Asian Development Bank (ADB), the Southeast Asian Regional Centre for Graduate Study and Research in Agriculture (SEARCA), and the United Nations Development Programme (UNDP), held a conference on “𝐀𝐠𝐫𝐢𝐜𝐮𝐥𝐭𝐮𝐫𝐚𝐥 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐟𝐨𝐫 𝐅𝐨𝐨𝐝 𝐒𝐞𝐜𝐮𝐫𝐢𝐭𝐲: 𝐀𝐝𝐝𝐫𝐞𝐬𝐬𝐢𝐧𝐠 𝐂𝐡𝐚𝐥𝐥𝐞𝐧𝐠𝐞𝐬 𝐭𝐨 𝐓𝐞𝐜𝐡𝐧𝐨𝐥𝐨𝐠𝐢𝐜𝐚𝐥 𝐓𝐫𝐚𝐧𝐬𝐟𝐨𝐫𝐦𝐚𝐭𝐢𝐨𝐧, 𝐒𝐮𝐬𝐭𝐚𝐢𝐧𝐚𝐛𝐢𝐥𝐢𝐭𝐲, 𝐚𝐧𝐝 𝐆𝐨𝐨𝐝 𝐆𝐨𝐯𝐞𝐫𝐧𝐚𝐧𝐜𝐞” on November 6, 2024, from 8:00 AM to 5:00 PM at the ADB Headquarters in Manila and via Zoom.
The conference addressed urgent food security issues following recent shocks to the Philippine and global food markets. As one of the region’s largest developing economies, the Philippines has been heavily affected by rising prices in rice and other commodities, further intensifying food security challenges.

Dr. Jikun Huang, Director at the China Center for Agricultural Policy, discussing policy approaches in agriculture
Dr. Mario Lamberte, Team Leader at UP Public Administration Research and Extension Services Foundation Inc., with insights on governance in food security
Dr. Roehlano Briones, Senior Research Fellow at PIDS, covering local agricultural challenges
Dr. Cielito Habito, Chairperson and Founding Partner at BrainTrust, providing a macroeconomic perspective on food security
Arlene Inocencio, Professor at DLSU-School of Economics, with a focus on sustainability in food production
Dr. Fermin Adriano, Advisory Council Member at the Asian Development Bank Institute, addressing regional development strategies
The event featured an opening plenary, parallel breakout sessions exclusive to onsite attendees (with no recording available), and a closing plenary to synthesize key findings. Participation was by invitation, and the opening and closing plenary sessions were livestreamed on the PIDS Facebook page.
