Why Russia and Japan are still fighting over these islands !?
To understand why, we have to go back to the middle of 19th century where both Russia and Japan wanted to colonize the islands. With the Shimoda Treaty they agree on splitting the influence with this line. Japan controlled the southern islands and Russia the northern ones.
Also they decided that Karafuto island will be shared by the two countries.
A couple of years later, with the Treaty of St. Petersburg they decided that Russia will take full control of Karafuto island in exchange of Japan controlling all the Kuril islands.
In 1908, The southern part of the Sakhalin island was ceded to Japan as a result of Russia losing the war against Japan in 1905.
At the end of the World War 2, with days before Japan surrender, Russia launched a full scale invasion in both the Kuril islands and Sakhalin island and at the time of Japan signing the capitulation, Russia already occupied the Sakhalin and Kuril islands
As the capitulation documents mentions that Japan should return all the territories occupied since the beginning of the World War 1, Japan continue to claim the southern Kuril islands, as they were peacefully negotiated way before in 1855 and were not taken by force.
Because from any other ports in Russia, the Russian navy would have to cross NATO or NATO’s allies controlled areas, these islands are extremely important for Russia as this allow the fleet in Vladivostok to easily access the international waters.
