With funding support from the Government of Australia, the ILO provided technical assistance to the Government of Timor-Leste for implementation of Road for Development (R4D) – the Government of Timor-Leste leading programme for rehabilitation and maintenance of the country’s core rural road network.
Embedded in the Ministry of Public Works Timor-Leste, the ILO provided capacity building and technical assistance on all aspects of rural roads including planning, standards development, and implementation. The R4D programme provided significant impact on skills and institutional capacity of the Ministry of Public Work to implement rural road works in Timor-Leste.
The R4D programme also provided capacity building to local contractors and provided significant impact on the development of a market of rural roads contractors with both the technical skills to deliver quality results, and the managerial and business management skills to bid for work and meet contractual requirements.
