Chicago's DuSable Lake Shore Drive is undoubtedly an icon. But it's also aging and threatened by increasingly frequent flooding from the lake. A massive project is being proposed right now to redesign and rebuild the northern half of the roadway. But as Chicago considers the future of it's lakefront roadway, it's worth asking - is Lake Shore Drive a public good, or an obstruction?
