Government agencies from 16 European countries have agreed to work more closely to strengthen borders along the former refugee route to Europe.
The officials met in Vienna to discuss a so-called plan B in case a deal to return refugees to Turkey collapsed. But for the people desperate to escape war and poverty, tensions are boiling over.
