"What we see as those states [like Michigan] are continuing to expand the programs and laws on reform...we're not seeing crime rates spike...we're actually seeing crime go down," Representative Evan Goyke (D-Milwaukee) said during a Civil Dialogue discussion on criminal justice reform. WisconsinEye hosted a Civil Dialogue to address the "Tougher on Crime" bills that were recently passed in the Assembly. "There are people who shouldn't be in jail," Representative Joe Sanfelippo (R-New Berlin), Assembly lead on the legislative package, said. "If they have addiction problems or non-serious crimes, give them a second chance...but the problem comes in is that our criminal justice system in their zeal to reduce prison population and reduce jail population is treating everybody the same."
