If you require NOC/Endorsement letter required to obtain PCC from Saudi Criminal Evidence department. Please follow the below procedure to obtain NOC/Endorsement.
1) Miscellaneous form needs to fill it out by you and paste your recent photo.
2) Your passport and Iqama copies.
3) Authorization letter addressed to The Consular Officer, Embassy of India, Riyadh. you should authorize any of your friend or relative in Saudi Arbia by mentioning his name and Iqama number, he will act on your behalf to submit your application.
4) Authorized person Iqama copy and passport copies.
He should approach VFS, Riyadh to submit the application on your behalf along with above documents (Serial. no. 1 and 3 are original required, you may send your photo, color scanned copy of the filled application and the authorized letter issued by you to the authorized person, he will take the print of your photo at studio and paste your original photo in the color scanned copy of the application.)

Upon received NOC from our end, the authorized person need to translate the NOC in Arabia and approach MOFA (Ministry of Foreign Affairs, KSA) to get attestation and approach police station, they will issue final criminal record certificate.
