Three opposition parties appeared to have won enough votes to oust Law and Justice, the governing nationalist conservative party.
If the result predicted by an exit poll holds, Law and Justice got the most seats in the parliamentary election but not enough to lead a government.
The opposition parties ran on separate tickets but had the same promises of restoring good ties with the EU that grew strained under Law and Justice rule.
Law and Justice, with President Andrzej Duda, has bickered with allies and faced accusations of eroding rule of law.
It appeared that voters were mobilized like never before and turnout was even higher than the 1989 election that led to the ouster of the communists.
