Anti-Ulez protesters have gathered outside Downing Street following the decision to expand the scheme.
The Ulez has been extended from its boundaries at the South Circular and North Circular to encompass the whole city.
The charge typically applies to diesel cars made before 2015 and petrol models from before 2005.
The penalty for failure to pay is £180, or £90 if paid within 14 days.
