This is the well-known Slauerhoff Bridge in Leeuwarden filmed during the arrival of Sinterklaas and his helpers. For foreigners who do not know who Sinterklaas is:

Sinterklaas (Man with red cloak and white beard on the last big white boat.) is a man who gives gifts to (young) children on his birthday. His helpers (black people with colored clothes and white collar) help him by packing gifts and sprinkle candy. In stores there are typical Sinterklaas items like food around this time. After his birthday on 5 December he leaves again for Spain where he lives. All this is not true and the people on the boats are all dressed citizens. This typical Dutch tradition is primarily intended for small children.
