In April 2010, Professor Paul Paton, director of the ethics across the professions initiative at the University of the Pacific, McGeorge School of Law, chaired a two-day program. On April 9, the third panel of the symposium, titled "The California Commission for Impartial Courts" discussed the California Commission for Impartial Courts, which was created following the 2006 Summit of Judicial Leaders, held in the wake of threats against the independence of state judiciaries across the country. The Commission's Final Report, released in December 2009, contained 71 recommendations designed to elevate standards of judicial campaign conduct, tighten judicial finance regulations, improve methods of judicial selection and retention, increase transparency, and better educate the public about the judicial branch. Panelists discussed the work of the Commission, analyze the Final Report and prospects for implementation of its recommendations. The panelists were Justice Richard D. Fybel, California Court of Appeal, 4th Appellate District in Santa Ana, Justice Ronald B. Robie, California Court of Appeal, 3rd Appellate District in Sacramento, Mary-Beth Moylan, professor of law and director of the Global Lawyering Skills program at the University of the Pacific, McGeorge School of Law. The discussion was moderated by Elizabeth Rindskopf Parker, dean of the University of the Pacific, McGeorge School of Law.
