This is Gorochu, Raichu's "secret" evolution.

Gorochu it's a pokémon that didn't made the final release of 1st gen games (Red, Blue, Green), due to cartridge's limitations, but he's referred by an old man in the game (trading your raichu for his Electrode).

At some point, when you go talk with that man, he tells you his Raichu evolved. Game Freak somehow forgot to remove that talk.
