1 shallot, finely chopped
2 celery stalks, finely chopped
3 lbs gold potatoes, peeled and cubed
6 strips bacon, cooked, and roughly chopped
3/4 cup mayonnaise
1/2 cup sour cream
2 tbsp prepared horseradish
1 tbsp white wine vinegar
1 tbsp sugar
1 tsp Kosher salt
1/2 tsp black pepper
1/4 cup snipped chives, for garnish
