Disable 'Restricted Mode' on YouTube on iOS when public wifi has forced it on (like at the UK resort, Center Parcs, where I first noticed this issue). It'll say 'Enabled By Network Administrator', or 'Restricted mode has hidden comments for this video'. This is something the wifi provider is enforcing using their DNS server.
