Possible route idea for Fallout 3 speedruns involving this quest.
Exploding the containment door generators from the Tower side glitches out the quest stages. If doing this when first arriving and clipping through the front gate, Roy Phillips will still be doing some dialogue. This allows you to access his regular dialogue options which would normally not be possible. Asking him about his plans spawns the Key to Tenpenny Generator Room on various NPCs. Entering and exiting the room in the back of the Tower gets the quest back on track, despawning all Tenpenny residents outside. Fast travelling back to the front and talking to Roy Phillips completes the quest.
I'm not sure if this is already discovered or if it will save time. This route would not exit at Warrington Station, so some extra walking may be needed anyways. Additionally, the quest does not show up at all in the quest log, so I'm unsure if this would count as completed for a run.
