This it a quick video to show how to fix the map not loading in Fivem servers

Frist go to setting in the ESC menu
Then go to the Graphics tab and scroll down to the
Extended Texture Budget Slider Bar and Turn it up till it turns Yellow
Do not put it in the red and if its needed turn the Texture Quality to Normal
then you should be all set.
