Congolese President Joseph Kabila has put off a planned visit by UN Secretary-General Antonio Guterres. Guterres and the chairperson of the African Union Commission -- Moussa Faki Mahamat -- were set to travel to the Democratic Republic of Congo this week. But government spokesperson Lambert Mende says the president is too busy organising the December elections. Kabila was meant to step down in December 2016, but elections to replace him have been repeatedly delayed. The Constitution prevents Kabila from serving more than two terms -- but he has refused to publicly commit to leaving office. CGTN's William Denselow reports from the UN headquarters in New York
