The Uganda People’s Defence Forces (UPDF) has confirmed that the Vice-Chancellor of Victoria University and chairperson of the Abavandimwe association, Dr. Lawrence Muganga, is under arrest. Dr Muganga's whose association brings together Rwandans born in Uganda, was roughed up as he was picked up by joint security forces, before he was accused of espionage and issues concerning his citizenship.
