Maryland state lawmakers -- with the support of local leaders -- are drafting a bill to establish a regional water governance task force in the Baltimore area. Such a panel would recommend how to modernize the region's water and wastewater systems, which currently operate under half-century-old agreements. What prompted the proposal includes recent problems from water billing issues to the state takeover of the city-run Back River Wastewater Treatment Plant located in Baltimore County. A study released in July 2021 identified points where the city and county could improve upon communications, data sharing, capital planning and business processes.
