I imagine it this way. Justin Roiland played a VR game that he loved very much and decided he wanted to jump into the fray. He came up with a loose story and then just talked to himself as various characters for hours on end. 20 hours apparently. Then, they developed some gameplay around that and BAM Trover Saves the Universe.
AND I LOVE IT.
