In the June 2012 Ensign, Henry B. Eyring said the following:
“Even though the Lord calls His servants by revelation, they can function only after being sustained by those they are called to serve.”
Patrick Kearon has not been sustained by those he has been called to serve. This means he cannot yet function as an Apostle.
