During an election, does Doug Ford remain the premier of Ontario? Or is there no premier?
As journalist John Michael McGrath lays out in this TVO Nerds on Politics explainer, a premier remains in charge of the government even if the legislature has been dissolved and there is an election campaign going on. (This is in part due to a parliamentary concept known as the caretaker convention, which allows a government to act during an emergency, such as a COVID-19 pandemic emergency, when an election is taking place).
Some voters are under the impression there is no premier during an election because journalists and the media start referring to the premier as the leader of their party during a campaign. This is to try to be fair to all party leaders – who are all trying to become premier – and not influence the voters’ decision. Since being an incumbent can be an advantage in a vote, the media doesn’t want to give the current government the power of incumbency by referring to the governing party leader as the premier.
But does this journalistic practice cause confusion and misinformation among Ontarians and Canadians?
