안보리, 北규탄 의장성명 만장일치 채택…"도발 중단하라"
Let's begin with the UN Security Council's statement on North Korea's ballistic missile launch.
Members unanimously condemned what they called an "outrageous" provocation.
The Security Council also demanded Pyongyang stop testing ballistic missiles and nuclear bombs.
Despite the strong words,... the statement made no mention of fresh sanctions on the regime.

The UN Security Council has condemned North Korea's firing of an intermediate range-ballistic missile over Japan as an "outrageous" threat,... and called on Pyongyang not to launch any more missiles and abandon all nuclear weapons and its programs.
The 15 members of the council said it was vitally important that North Korea take immediate, concrete actions to reduce tensions and the statement renewed its call on all states to fully implement UN sanctions on Pyongyang.
Prior to the meeting, the U.S. ambassador to the UN had said member states would be discussing what is left do with North Korea.

"They have violated every single UN Security Council resolution that we've had. And so I think something serious has to happen."
The Japanese ambassador to the UN had also expressed hope for a fresh set of sanctions.
(English: Reuters 2239)
"We hope that we can, the Security Council can find, the right way to proceed in order to change the course of North Korea."
But, the statement fell short of imposing new sanctions on the regime mainly due to opposition from China and Russia.
The two veto-wielding council members are said to only view ICBM or nuclear weapons tests as the trigger for further UN sanctions.
Beijing and Moscow put some blame on other Security Council members for the escalation in tension and criticized the recently announced secondary sanctions issued by the United States.
China also specifically requested Seoul and Washington dismantle parts of the THAAD missile defense system deployed to the Korean peninsula.
The Security Council is set on finding a peaceful, diplomatic and political solution,… but there are growing concerns about whether it has enough sway to rein in the North's nuclear ambitions.
