ANNAPOLIS, Md. - Advocates are protesting the Juvenile Reform Act and trying to discourage Maryland Governor Wes Moore from signing it. It passed the General Assembly this session. The bill would allow children ages 10 to 12 to be prosecuted or detained for certain offenses. The governor has until late May to either pass or veto the bill.
