"We are now starting a debate about the formation of a Mercosur (the South American trade bloc made up of Brazil, Argentina, Paraguay and Uruguay) parliament. We are now creating a monetary institute so that we can start thinking; who knows, following on the steps that the European Union has followed for so long and, who knows, one day start dreaming about a single currency."

"The military war (in Iraq) is finished. I think that time will tell who was right or not in that process. Now, more than ever, instead of trying to find out who was right or wrong we have to create the correct conditions so that the United Nations is democratised and that it (the UN) starts to have the power to orientate its member states so that its decisions are collective and there is no need for unilateral decision."

STORYLINE:
Terrorism and organised crime should be fought with increased investment in poverty-stricken regions, Brazilian President Luiz Inacio Lula da Silva said during his visit to Spain on Wednesday.
Speaking about South America, he said foreign investment in infrastructure projects was crucial for stabilising the continent.
He also emphasised the crucial role of Mercosur, the South American trade
bloc made up of Brazil, Argentina, Paraguay and Uruguay, in helping the
region grow economically and politically.
Silva appeared at a news conference with Prime Minister Jose Maria Aznar
after they held talks wrapping up Silva's two-day visit, aimed in part at
luring more Spanish investment in Brazil and the rest of South America.
Silva who openly opposed the US-led war in Iraq, made a veiled criticism of the United States for waging that war without UN approval.
The Brazilian President also said that now the war in Iraq had ended it was time to create conditions to democratise the United Nations so that in future is decisions would be collective, not unilateral.
Lula da Silva also visited the Congress of Deputies for talks with Finance Minister Rodrigo Rato, business leaders and members of the opposition Socialist party.
Spain is a leading investor in Brazil. Spanish companies pumped US 3.6 (b) billion dollars into the South American giant from January 2001 to May 2003, accounting for 8.2 percent of total foreign direct investment, according to
Brazil's central bank.
It is Silva's first state visit to Spain since he was elected by a landslide last October with pledges to help Brazil's impoverished majority.
He is to leave for Brazil Wednesday evening.
