A decent rear wheel with an EZ Disc will perform better than a budget disc wheel. This is because of two reasons.
The aerodynamics of budget disc wheels are often not as good as an EZ Disc, particularly with wind coming sideways across the wheel.
The hubs are often cheaper and the bearings do not roll as well as top end hubs.

Second hand disc wheels may can have hidden issues. These can often have worn bearings which need recondition or replacing; ceramic bearings need to be serviced or replaced every year depending on riding amount.
