Headstart: Presidential adviser for entrepreneurship Joey Concepcion says a stricter COVID-19 alert level is not yet needed in Metro Manila at this time. That's despite appeals from health experts to put the capital region under alert level four. Concepcion says the public is more careful now as cases rise again. But he agrees that the stricter lockdown will be necessary should hospitals again become overloaded with COVID cases.
