Lord Shen was a total when it came to battle smarts. Let me break it down for you. First off, those pesky pandas managed to survive his personal raid in the movie, and even after finding out Po was alive, he didn't think twice about their survival. Instead of just ordering his wolves to take out Po on sight, he decides to invite his whole gang right to his doorstep. Then, after his crib gets wrecked, he tells Wolf Boss to gather the troops, leaving Gongmen Jail wide open, even though Po and the Furious 5 had already snuck in there before. At the fireworks factory, he had plenty of chances to take Po out, but he held back, hoping for a grand finale with the "last" panda. Even after losing his place, he doesn’t wise up. And when Po starts deflecting cannonballs, Shen could've tried a different approach, like sending his army in without projectiles or just sticking with more cannonballs, but nope, he goes for the second option and ends up wrecking his own fleet. What a mess!
