I have a resolution on the Microsoft 365 Cross Tenant Migration licences.
Recently people have commented that their M365 Migration from Tenant to Tenant was asking them for a 'Cross Tenant Migration License' to be applied. This too started to show up in my E5 Dev Tenant.
