"A man walks down the promenade at Melbourne's St Kilda Beach wearing sparkling Speedos and a blaring boom box on his shoulder.

Beachgoers stop to gawk but the open-mouthed stares quickly turn into grins as he breaks into dance to American electro pop duo LMFAO's hit song "Sexy and I Know It."

The man is 25-year-old Canadian dancer 'Spandy Andy' and video footage of his performance at St Kilda has now gone viral, attracting millions since it was first uploaded to YouTube in January.

Spandy Andy, who legally changed his name from Andy Rimer to Spandy Andy Rimer, told ninemsn the Melbourne crowd loved his quirky routine and his custom-made Speedos, made by a family friend on a sewing machine.

"At first there was a bit of hesitation, that shock value, but then right away they saw my big smile and sparkly Speedos and they just dropped their shields and everyone was smiling and it just got really warm," he said.

Spandy Andy, whose motto is "keep it tight and bright", said the main motivation for his performances was to make people smile.

"I do it because I want to show people you can enjoy every moment. Have fun, enjoy life and drop all your stresses already," he said.

Unfortunately for Spandy Andy not everyone has the same laid back about his performances.

Police in his native Canada have issued him with tickets for being a public nuisance in the past.

But Spandy Andy said Australian authorities had been far more welcoming.

"I have to say that the Australian police have been the best, one of them actually came up to me and said, 'You're my favourite busker'," he said."
