Although some people will tell you that it's possible to bulk and cut at the same time, this just isn't realistic in the vast majority of cases. For most people, the most efficient path is always going to be standard bulking and cutting phases where you focus on only one goal at a time.
But how should you go about this... should you bulk or cut first?
"Should I Bulk Or Cut"
Well, always keep in mind that any time you try to add a significant amount of muscle to your body, you're always going to gain some body fat along with it. This is just an inevitable result of remaining in a calorie surplus over time and there's really no way around it.
For that reason, the first thing to examine when deciding "should I bulk or cut" is where your body fat levels currently are. In general, if you're around 12-14% or higher, you'll probably want to cut then bulk. This is because if you begin bulking when your body fat is already reasonably high, you'll likely end up putting on an excessive amount of fat.
Assuming your body fat is somewhere around this mark, whether your bulk or cut first really just comes down to your personal preference in terms of what kind of physique you want to achieve.
Some people want to be bigger and more muscular while others would prefer to be leaner and more athletic looking. So, the question of whether to bulk then cut, or cut then bulk, is really up to you and just depends on what kind of look you want to achieve. No one can really give you a definite answer since everyone has different physique goals.
