Escort an Argonian called Tul to Sterdecan, a Redguard abolitionist at Sterdecan's Farm.

Tul is located just across the bridge from Suran. He's not actually a slave. I'd have maybe appreciated the option to actually turn him in at a slave market though. Would have been funny.
