The speaker is describing a process of copying curb lines to another layer in a design or mapping software. They selectively choose only the bottom of the curb lines using the control key for selection. A new layer is created, named 'DTM-bottom curbing' or 'bottom of curb', and the speaker decides to color the lines blue. The layer is protected for future use and added to a new group called 'DTM'. The curb lines are then moved to the new layer without changing their position. The speaker turns off the 'stakeout' layer to view only the curb lines, which they then begin to elevate using spot shots, contour lines, and existing elevations. They demonstrate how to assign elevations to the curb lines by selecting text and using vertical and horizontal tools to add points and vertical PBI (vertical point of intersection). The process will be repeated for the entire project, using contour lines and spot elevations to elevate the bottom of the curb lines, with the intention to return in a following video to show the next steps.
