I see these bread stalls all around Istanbul. This type of bread is called 'Simit' and is somewhat of a staple food in Turkiye.
It looks like a pretzel but it's not salty like a pretzel. The outside is hard, crunchy and crispy, then when you bite into it, you get the soft, chewy middle.
