Prosecutors are looking into claims that top-secret information involving Taiwan's program to build its own submarines was leaked to China. Former President Ma Ying-jeou says he will boycott his year's National Day celebrations in protest at the English-language branding of the event, which uses "Taiwan" instead of the country's official name, the Republic of China. And sea warnings have been issued for Typhoon Koinu, which is on course to become the second typhoon to make landfall in Taiwan this year. Also:
