"There are countries that insist on Hissene Habre (former dictator of Chad living in Senegal) being put on trial, also the United Nations have insisted. What I suggest, what I have suggested to president Sarkozy a moment ago, is to propose some sort of commission to supervise that process and above all to solve the problems that might arise. There are no juridical problems or competence problems, all of that was solved as it's a Senegalese court who's taking up the case and we have declared it competent to trial Hissene Habre."

STORYLINE:
French President Nicolas Sarkozy said on Thursday during his visit to Senegal that the African young students have the right to improve their education but that "unfortunately we cannot accept everybody."
"France is a generous country, France loves Africa and France has no intention of taking away the African elite," he said during a news conference in Dakar alongside Senegal President Abdoulaye Wade.
Sarkozy said there are 10-thousand Senegalese students studying at French universities, the largest group from any country.
Once educated, many African professionals try to stay abroad, a phenomenon he said needs to come to a halt for Africa's sake.
Sarkozy also defended his tough stance on immigration, a contentious issue in a country where thousands of young men risk their lives on the high seas trying to reach Europe every year.
Sarkozy said France had nothing to be embarrassed about, referring to several of his policies including the controversial practice of forcibly repatriating illegal immigrants by plane.
But Sarkozy also said his nation was open to those seeking to come legally, saying 83 percent of visa applications from Senegal were approved by
French authorities last year.
Senegal is the second stop of Sarkozy's first African tour since he was elected president after visiting Libya on Wednesday.
During his brief visit to the sub-Saharan country, France and Senegal signed various agreements and also went over the issue of former Chad dictator's trial.
According to Senegalese President Abdoulaye Wade, Hissene Habre who currently lives in Senegal will stand trial in a Dakar courtroom.
