It's a good question and I hear this question a lot from Indigenous and non-Indigenous Australians. The Referendum Working Group identified eight design principles;these represent some general elements of what the Voice will look like and do. For example, represent Aboriginals Torres Strait Islanders, be gender balanced, include young people, and also be selected by Aboriginals Torres Strait islanders. We have not yet learned how to select these people. There is a report on Voice commissioned by the coalition government and co- Marcia Langton and Tom Calma. They consulted a lot and came up with a potential model of what Voice might look like. It's just one model - the model the government will use for Voice.hasn't decided whether this will happen - but goes into detail on how it might look. According to the LangtonCalma model, the Voice would consist of two parts Local and Regional Voices and National Voice. The National Voice can have up to 24 members, two each state and territory, five from remote communities, and three Torres Strait. Later, local and regional voices will emerge, each designed and conducted by the communities they represent. And they are fed by the national voice. How these individuals were chosen or selected has not yet been explained, and this has led to some criticism.
