The answer is to quickly build an email list of over a 1000 local diners, people who already eat out in your area. And building a list of this size or far bigger is actually very easy to do.
Let’s say that on a Monday you email your list of 1000 local diners with a special offer that they only get if they eat with you from Monday to Thursday in the next 2 weeks.
The offer can maybe be a free glass of wine, a discount or something else that fits your particular restaurant.
