Indus app store charges small annual fees for apps to list, it will support 12 regional languages which will be beneficial for rural areas. phone-pe is not the only one who tried to make its own app store, before phone-pe Paytm, Samsung, and Xiaomi tried to offer an alternative to the Play Store but they couldn't succeed.
